On Feb. 4, 2009, the Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA) was signed into law by the president. CHIPRA extends and expands the State Children’s Health Insurance Program and applies to both small and large-group medical coverage for fully insured and self-insured group health plans. Health Flexible Spending Accounts (FSA) and High Deductible Health Plans (HDHP) are not eligible because they are not considered qualified employer-sponsored coverage.

The most significant impact to Humana is the special enrollment change, which is effective April 1, 2009.

In addition, under The American Recovery & Reinvestment Act of 2009 (ARRA 2009), new and temporary COBRA regulations were recently issued for employers administering employee health insurance benefits under the federal COBRA legislation.

Ceridian created a Website specifically designed for the COBRA stimulus portion of ARRA for employer groups. It includes a Frequently Asked Questions document that has been sent to Humana employer groups for which Ceridian administers COBRA. The Website address is: www.ceridian.com/myceridian/client-support/compliance/arra-er.html
